First Step
In creative mode if you have world edit you can set blocks to 209 which is the end portal block and if you use it to make a big area of blocks it makes lots of lag if your near it!

Yep it is sometimes happened to me. It is always lag if many people use World edit same times or make it large. It will get lag.
