Can't spawn pet.. As command wall, "can spawn"

I notice on Creative Command/rule Wall on /spawn, on very low and right corner said: ".... can spawn animals on your plot..." I don't believe this, however, I did test it. End up, it is nothing happen on my plot. I just said to suggest to fix it.
