my brother got vip and got the weapon skins. not sure what to do with these. does anyone know? we are new to this

Simply take the weapon skin item + your sword/bow you want to apply it on, and open up you inventory screen. Then drag both items to your 2x2 crafting window and it'll apply the skin to the item.
