This is normal.

How are they strange? if you repair an item multiple times it'll require more exp to fix it.

It is not strange to me. But I have noticed that two different pictures with the different requirement of enchant levels.

This isn't an error. Like @Ashie said, once you repair something then the exp rate goes up for the next repair on the item. However if you swap around the items you are repairing and what you are repairing with, there might be a difference in exp needed. You may lose one enchanted level such as it would go from Protection 5 to Protection 4.

If you feel that an item is way overpriced for a repair, consult the repair sign at spawn for $500 (KitPvP currency) or use the /repair command provided by a rank.
