I have multiple swords with amazing enchants but cant combine due to other minor enchants that would exceed the 4 custom enchant rule and i see this problem a lot with trying to combine swords and bows. This males it extremely hard to get a good sword because of the resources it takes to get a perfect roll. And is therefore near impossible to create a good sword without 5k+ in the back which is extremely hard to get.

You mean an item which removes a random custom enchant off an item?

yes, it will only be on like maybe kitpvp and some other servers this was originally intended for kitpvp because of how hard it is to make a god sword.
