What is a builder rank?

Builders, yes I know is a part of the staff. Take Discorn for example. Anyways, do builders build maps and have permission to building-related commands?

Yes. They are supposed to build entire maps for the Snapcraft community(Earth Games, Kit PvP, Ect)

Builders are the ones who build the server map and the rank allows you to bypass the world edit on creative etc.
