Anvil Item Combining Broken

The anvil on my plot is broken and returns level 3 gear when two level 3s are combined. For example protection 3 + protection 3 chestplates returns a prot 3. Same with efficiency on pickaxes. I lost an odor III pickaxe to this bug. I have a gyazo gif for proof but cannot post links. Can a staff member please contact me on this issue? Thank you.

Combining items in anvils has been broken for months and it's a known thing. It all used to just revolve around custom enchants in anvils, but now combining any enchanted item in an anvil produces the stupid lores named as enchantments aswell as making any existing custom enchant on the item turn purple, most of which I explained to @Maarten ingame a few weeks ago

All of those bugs are already resolved. Merge mode is set to MAX so it grabs the highest enchant.
