How do you increase your island levels?

I've been wanting to make a warp to my island but I can't because it says that my isnland levels aren't high enough. Someone please help, I'm so confused.

You place blocks to get a higher is level

do /is and click the exp bottle that shows up in the menu to update your island level after you have placed blocks

you just have to build things, after you build make sure to do /is level so the thing on the right updates
