Why are builders staff?

Why are builders staff? All they do is build after inserting stuff. What makes them staff?

Builders aren’t staff unless they apply for it as well. There is currently only one builder which is considered staff as well that is Alecdent. He has helper as well as builder. Any other builder is not considered staff right now.
