Wanchese1 bought me overlord on snapcraft factions.
She thinks I raided her base (which I didn't)
She wants to refund her money for buying me overlord but shes going to do it under my name and get me banned?
If she refunds under my name would that get me banned?

Getting back on Topic..

I doubt that she will actually do it as charge-backing is illegal. If she does actually refund the rank, email [email protected] with your proof (Screenshot) which Bas and Maarten could use against PayPal. Also, your proof shows that she will do it, so in the unlikely case that she does actually charge-back she will be committing a crime.
