Add a /fix cooldown command on kitpvp (and other servers too maybe)

Hey!

On kitpvp fixes are very important as gsets gets broken really quickly in gfights. Most people who are ranked and got fixes usually don't remember when their last /fix was used and maybe they wanna test when it is. Usually people waste their /fix thinking they can check the cooldown and use it on something they didn't want to be fixed.

A solution is to add a command which checks how long you got off your /fix cooldown.

Answer the poll so we can see what the community things about this.

(This can also be added to other servers if implemented, but mainly thinking about kitpvp)
