Allow pseudo nuke and horizontal nuke cannons

Cannons that can Pseudo nuke/Horizontal nuke have been around for a long time and I don't see why they are disallowed. Many of the cannons that use these features don't lag out the server and in my opinion they should be fair game when it come to cannoning. If a faction gets pseudo nuked I'd imagine they would want revenge rather than pseudo's to be disallowed. Horizontal nuking cannons are mainly used for tunneling so it doesn't make much sense why they are disallowed too. Please change this rule as I want to use both these types of cannons when the grace period is over.
