Hey I am back after like 3-4 years maybe?
But question: Do the custom enchants not work anymore?
I just bought a excavation pickaxe but it doesn't seem to work?

Try 1.12.2 then and see if it works, if not a bug report is your best bet

I'm not 100% sure what you mean but if you're referring to like craftbukkit, or spigot etc I'm pretty sure it runs on a custom thing called SnapBukkit or similar but don't take my word for it (you can see by doing /version in hub i think)

This enchanted is currently disabled due to a bug.
