The staff always have a good reason to ban and mute people. Also,
1) Your friend could've posted/appeal himself
2) Try the appeal section of the forums (as said by iButtersss)

Ehm, I'm sure there is more to the story than that. People don't get banned for asking if a server is fixed or not. As we all keep saying, you can't make an appeal for him. He has to make the appeal himself.
