Are the helper apps open? I saw them this morning.

Yes they are! You can find all the information needed here: http://www.snapcraft.net/helper/ and then create a new support ticket under the "Staff Application" category!

Helper apps are open anytime now. However, if an app is denied, it's advised to wait at least a month before applying again.
