How Do I Chat Where People Can See It

Every time i chat no one responds and there are like 50 people on the factions server . PLEASE HELP

In factions there is local chat, only people relatively close to you can see it. There is also shout, which donors get, that allows you to chat globally. Try chatting in spawn and see if someone responds there. If not then you may want to check your multiplayer chat settings and make sure it says Shown.

You have to do /shout <Message> or start the message with a '!'. Otherwise only players in a limited area will hear you.

I felt stupid after I realized there was local chat.I tried talking to someone that is probably like 1500+ blocks away from me.
