How do neutral ratings work?

I've seen people with Neutral ratings, but how do I give them? I haven't seen an option for it. Any help is appreciated thanks

I think the 'optimistic' rating which is the rainbow is the neutral rating.

Yeah I mean it is a good thing. I didn't make the rating system so that's not up to me :3
