Yeah you have to be 15 to apply for staff.

You can't apply for admin only helper which you do by open a support ticket (https://www.snapcraft.net/support-tickets/open) and change the department to "Staff Applications". Read and answer the questions stated in this forum post, https://snapcraft.net/helper/. In the post it tells you the requirements for applying as staff. Good luck!
