Pending KitPvP Xp Withdraw

I believe a big improvement to the overall experience on Kit PvP could be adding a command like /xpbottle or /xp withdraw (amount) as a way for players to exchange Xp rather than having to rely on balance to buy bottles at shops pricing or use ./fix (donor only) or the repair sign in spawn.
