Added Outpost Spam

Hey,

I understand for some players it's important to know that your outpost is being taken over but for some players such as myself just log on to have fun and not play it competitively. Anyway, my suggestion is if a command could be added to toggle the outpost capture notification as it just gets spammy.

I can see what you mean, and I don't see how a command that toggles the alerts would be a bad thing +1

Was reduced already. However players previously requested more messages to be able to better keep track of outposts
