Just a question to any staff. Would if be possible for me to claim a plot next to mine even though it is claimed already? Plus, the person on the plot has been inactive on the prison server for months

No, that plot would be theirs until the next reset. We cannot do anything about plot moving on Prison.

But usually resets don't ACTUALLY reset the people's progress.
