Problem with the Spawners

So I recently bought a Horse- Spawner and a Cow-Spawner but both dont seem to spawn anything.

No matter how long I stand beside them, what lightlevel they have around them or if they are free in the air or under the ground, they dont spawn anything. Why?

First there was but nothing happened so I changed it to stone

Those types of mobs need grass to spawn on.

Also place glowstone around the spawner
