Problem with voting?

So we're January 3rd and we can vote 5 times a day. How is it possible for some people to have 23 votes on the server? It doesnt make sense.

Oh so by the end of the month the people with more than 155 votes wont count for the 20 dollar prize?

Well, I do vote. But I think people have lots of votes (somehow) because they are actually signed in to the websites they are voting on.

One site allows you to vote once per 12 hours, some reset at midnight some require you to wait 24 hours.

That would not work since the cooldown is on the username not the IP
