Can i spawn wither in survival? i need to do it for a quest

To be honest, I haven't tried this update. I tried it before in the other updates, and I could do it, so most likely you will be able to. Just make sure you have the soulsand and the heads . If you need any help i'll be online in under 2 hours.

With the plugin for protection, withers can't damage your home anyways. Make sure to say what you're doing though, because a wither is a rude awakening if you don't know about it.

Withers spawn in dungeons as well.
