Spawner Won't Work

Hey guys,
My friend bought a spawner for our faction; a sheep spawner.
I build a room with water under it to farm the sheep, however nothing will spawn.
On another thread, for skyblock, I saw that you needed grass for spawning some mobs.
Is it the same for factions??
PS the area of the farm is 16x16x6 (16 long 16 wide 6 tall) and the spawner is 2 blocks from the ceiling.

You do indeed need grass. That is for ALL servers,,
grass needs to be within a 5x5 radius, and water cannot cover the grass
