Updated Conduct Rules

Snapcraft Rules have been updated. View them here: snapcraft.net/rules

Just to outline a few of the changes:

• A section outlining chat has been added
• Forum rules have been separated into a separate post, but remain in the same thread
• Staff rights are clearly outlined
• List of allowed mods have been updated

The rules may not be up for discussion, but any constructive criticism is welcome. If you see any issue with what we've defined, or anything that seems unclear, just let us know!

I looked at the allowed mods and I didn't see Damage Indicators tho I am guessing it has something to do with Better PvP.
