I don't think villager breeding works on Skyblock when I tried it. Your best bet is to buy villager spawn eggs or open uncommon keys.

did work a few months back. I think it might still use old breeding but im not sure. It Worked just before the update and i was able to breed them on 12.2 after the 1.16 update. would have to check into it again.
