It has to do with each website. There are 5 different websites in which you can vote on. Some reset at this time some at that one. I've never spent the time to find out but, if you want to, then go ahead.

Website 1,2 and 3 reset after 24 hours, the 4th one resets every day (00:00) and the 5th one resets every 12 hours.
I don't know if you meant this exactly.
