Where do I Put Helper Application???

I've read the Helper application page about five times now and I haven't been able to figure out where exactly to apply???? Can anyone help me out?

There is a drop down menu where it says "Departments", click that and go down to Helper Application. Proceed to fill in the blank space below with the helper application guidelines.

It clearly states here: https://snapcraft.net/helper "feel free to send in your application by creating a ticket in the correct department."
