Why Is He Banned?

A player in my city is named TrueVenomHD and he is now banned? I was wondering why he is banned because he is taking up a plot in my city that will now have no use. I have been looking through the reports and haven't found a single report on him doing anything wrong.

Please tell me why he is banned!
