Added /back cooldown on kitpvp

Hey!

As you may know /back is a perk you are able to use if you got a rank on kitpvp. And as I ranked player on kitpvp I think it should be a little cooldown for the amount of times you can use it.

Right now you can use /back endlessly with no cooldown what so ever. This ends up with people abusing /back whenever they die to try and keep you tagged, try and kill you again etc. I don't think it should be removed as it's a useful command, but I'd like a cooldown of atleast 30 seconds-1 minute from your last /back.

10-15 second cooldown would bring more balance to the command.

A cooldown would be handy so you could pick up the loot you got from killing players, +1
