Added Be more lenient with toxicity mutes

KitPvP and factions are competitive asf at times and people fr get muted for being toxic but sometimes their intentions are just trash talk. Like dont perm mute people for that lol. "PG-13" servers can still be toxic asf - ask a 13 year old to curse bet they will

Factions is a toxic/comp gamemode, and players should not be muted for toxic speech/trash talking.
