What does it mean when the store says "Your card has been declined?"

Read the title. I have been using a MasterCard and was trying to get my friend HacksuateMe Warrior Rank on kitpvp. It just says Your Card has been declined. What does this mean? It doesn't say that number doesn't exist either.

Could be a number of reasons. Most likely you don't have enough credit remaining on your card to purchase the rank.
